With the universal use of computers and advances in medical informatics, an increasing number of hospitals and clinics have computerized the recording and storage of their clinical information using healthcare information systems. But in practice, Hospitals and institutions have their own servers, networks, and systems to serve their own purposes. These information systems are usually isolated from each other. For such isolated systems, the communications among users and organizations are cumbersome. The problem of clinical information exchange which is the main challenge in sharing medical record between healthcare providers.Nowadays in China, the clinical information for the patients is still scattered, fragmented and isolated in various medical institutions. When the patients change medical institutions for treatment, the lack of clinical information may result in loss of information, misdiagnoses, repetitive drug prescriptions, etc. This makes high cost and low efficiency, especially medical security problems.To solve the problems above, and increase availability, compatibility, accessibility and confidentiality while potentially reducing costs associated with clinical information exchange, this paper presents a novel cloud platform for clinical information exchange based on web services; cloud computing makes it easier by providing a solution allowing interoperability and data exchange between healthcare applications and hospital information systems(HIS). Web services in cloud environment are a distributed technology that can successfully solve data exchange problems between heterogeneous systems.The clinical information should be consisted of different types of content such as text, audio, radiological image, pictures and charts. Data exchanges are using web services based on encrypted and compressed XML for interoperability and privacy. The cloud platform can provide a clinical information exchange platform that various medical institutions can use. This can simplify the complex clinical information exchange procedure between different systems.EMR is a very important in China, which is the core of the hospital information system construction. This article uses the SOAP technology based on web service to realize the remote transfer of medical record, and use identity recognition to improve the security.
