With the development of social science and technology, people’s life is gradually improved. As a result, car ownership is growing fast, for cars can bring great convenience to people’s daily life. However, at the same time, urban road congestion, vehicles stealing, the low efficiency of vehicle management and difficulty in traffic accident analysis also appear and deserve our close attention. Therefore, many countries around the world invest a lot to facilitate the development of new urban intelligent vehicle monitoring system. This paper tends to propose an intelligent monitoring system of urban vehicles under the network environment based on the current traffic status and property of our country. The system employs the Beidou satellite positioning technology, GPS global satellite positioning system (GPS), computer programming technology, modern data communication technology, geographic information system and global system for mobile communications. And it can realize real-time electronic map display and vehicle location and monitoring functions. This system can improve the efficiency of urban vehicle monitoring management, and can bring great economic and social benefits.According to the research and analysis of the development of the vehicle monitoring technology at home and abroad, firstly, this paper designs and analyzes the system as a whole, introducing the components and working principle of the system, and the function of each process. Then this paper also gives a detailed description of the vehicle terminal positioning technology, wireless transmission method, the monitoring center’s monitoring software system based on GIS. Secondly, the system chooses GPRS as a communication platform to formulate the communication protocol, Microsoft Visual Studio 2008 as software development platform of the system. It uses SQL Server2005 to form database system, MapX3.0 as the GIS platform, using component GIS to realize a secondary development, with electronic map management, vehicle real-time monitoring and alarm function. Finally, this paper gives out the methods of the vehicle dynamic trajectory.This paper uses the technologies, such as GPS and Beidou satellite positioning and GIS, which can optimize the efficiency of vehicle’s monitoring and management. The information of either running vehicles or parking vehicles can be transmitted to the monitoring center in real-time. Under the network environment, the urban vehicle intelligent monitoring system has very high practical value. It can ease the analysis of traffic accidents and traffic condition monitoring, and can also help to improve the traffic congestion, strengthen the vehicle management and security.
