According to China’s satellite navigation development planning, the construction and application of our navigation systems will achieve the scale of development in a short time. The navigation signal system mainly achieves monitoring and control, data processing and testing task management. In this paper, we design and implement system monitoring and control software to complete monitoring and control for the navigation system.In this paper, we form the framework of the system integration solutions by combined with ACE framework and design patterns. At the same time, we use multi-threaded in order to achieve full utilization of CPU resource, simplify the programming model, simplified asynchronous events. Through in-depth analysis on demand, system monitoring and control software includes monitoring module, fault processing module, control module, test mission scheduling module four core modules, security management module, display module, software configuration module and log management module, a total of 8 modules, besides, the first four modules are core modules. Meanwhile, based on the requirement analysis, the paper design and implement the detailed functions of monitoring module, fault processing module, control module and test mission schedule module. Besides, we perfect and comprehensive test the core function of the system monitoring and control software, by analyzing the test results, it indicates the system monitoring and control software meet user demand for core functionality, meet the needs of reliability and stability.Control of monitoring and control software for the system of equipment is a high level of control, the monitoring and control software will send control command to the system or its related equipment, whether to perform the operation depends on the system or the equipment itself. Monitoring and control software is the core of a system business component and the monitoring center, it’s crucial for guided system to implement the function of monitoring and control software, the user can know the running state and current state of the guided system by monitoring and control software.
