The Research On The Implementation Effect Of Guangxi Museum Free Opening Policy

The Propaganda department of China,ministry of finance,ministry of culture and bureau of National culture lauched the "notice about opening museum and memorial to the public for free", that is,gives detailed plan for free opening to museum and memorial on Januany.23th,2008.Later In January,2010,the four above mentioned miniuary,2010,the four above mentioned ministries issue the opinion about opening museum and memorial to the public for free, that is urges several departments positively to promote the free opening to the Museum and memorial and provide the public with better cultural fortune and service. With the establishment of this policy, the museum including its display project, digital information, soft wear and hard wear, and partition in the public has improved greatly,to some degree, achieving the scheduled aim. Dne to the problem with different areas, discrepancy of Museums, as well as execution, with museums demonstrating various situations, the policy of free opening to museum and memorial faces to make its max function and attain the aim.This paper exactly regards three Guangxi Provincial Museum as the main research object. Aiming at the implementation process of the museum free opening policy. The execution effect slightly skewed compared with it’s stated objective, didn’t fully reached the effect making public policy by country. To start a research from the effectiveness of public policy implementation.To do the investigation and comparative analysis on the museums conditions that carry out the free strategy before-and-after. To search the main factors which influence the policy implementation.And to investigate the influence and effect on these factors of policy implementation.Further to seek a solution to the problem. Eliminating the unfavorable factors of policy implement, smoothing the continuation of the policy.The dissertation falls into 5 parts:The first part is introduction,Expatiate primarily the meaning, purpose,the theoretical basis and research method in the paper. Study on internal execution of public policy and the research situation of museum free opening. The second part is detailed to expatiate the reason and goal of making museum free opening policy. Then, point out the main research back ground of this thesis.The third part summed up the impact of the three Guangxi Provincial Museum by comparing the condition before and after the free opening museum policy.the forth part analyse the deviation of execution effect, and the reason.
