With the rapid development of our country, the impacts of the issues such as the difficulties of employment and the high unemployment rate are increasingly apparent in various fields. From which the most insidious one is reducing the cost of human capital by frequent recruitments and layoffs. The shanghai government has already devoted a lot in the control and research of the local labor market in order to change the market into a better one. However, since the economic environment is always changing, the enterprises could avoid the cost of human capital by all kinds of means. The existing manual and empirical management style couldn’t meet the stringent requirements of analyzing and controlling the behavior of employment of the whole labor market.Decision tree classification model is discussed in this dissertation, which is applied in Shanghai labor resources management. First of all, the shortcomings of current labor resources management style is analyzed, to prove the need to introduce the model into this field. Next, main business functions are discussed such as recruitment management, unemployment management, data monitoring management and so on. And core business processes are analyzed like labor recruitment registration and unemployment registration. Then comes to analyze the system architecture and detail design about the labor management subsystem and data monitoring subsystem. That is focused on history data like records of recruitment and unemployment cleaning, integrating and transforming into decision-making table and the process of building C4.5 decision tree model. Finally, the results of data mining knowledge are analyzed and their value is explored into practical applications, for supporting decision on how to manage the labor market.
