In modern society, the fire was one of the most frequent disasters. As China’s economic development and social progress, constantly emerging, irregular building various function in the city development zone of factory scale production continues to expand, production equipment is becoming more and more complicated, new technology and new material application, these factors lead to fire when the accident occurred, the fire officers and soldiers will face the scene situation is changeable, building complex structure, emergency short reaction time and other difficulties, the fire officers and soldiers in dealing with unexpected disasters raised very tall requirement.This paper analyzes the background and significance of system development, through the comparison with the domestic similar to other systems, the fire fighting and rescue information construction problems and shortcomings, to determine the characteristics of digital fire-fighting and rescue system and the main problems to be solved; summary description of the overall situation of the system; the system needs analysis, requirements inspiration and architecture design are described in detail, and gives the detailed analysis and discussion; secondly research shows the overall demand for digital fire-fighting and rescue system, combined with the actual working regulations, the overall system function module division, functional requirements of digital fire-fighting and rescue system is determined, according to the each function module in the system of the use case description; on the implementation technology of the system is determined, the C/S mode, GIS technology to complete the design of R & D, design the system architecture, the key techniques are analyzed, the digital fire-fighting and rescue system core functions module using the class diagram and sequence diagram the description, completed the design of core functional modules of the system to the core; Function realization process and realization method are discussed, showing the core code implementation, and given in tabular form the result of the system; finally, a detailed design and implementation of the module are described in section.The system combined with the tactical principles and guidelines in fire fighting and rescue work, the comprehensive application of database technology, the spatial data engine technology,3D visualization technology, multimedia technology, system integration technology and other advanced technology, large 3D browsing the function of control flow and data flow of Cross organization, can meet the requirements of fire prevention and control work to the system function and performance requirements. Follow the practical and convenient, flexible, safe and reliable and advanced high scalability principles, realization of the key unit of fire safety information display, query and visualization of 3D map based on the fire security important part of fire analysis and other functions, improve the fire information management level and fire fighting capacity. In the system software structure, database table design, three-dimensional system platform selection, the database structure, fire analysis results to realization in the system, the backstage database design, try to put forward their own solutions.
