With the acceleration of the process of China’s industrialization, urbanization, market-oriented, public fire safety in uncertain and non-traditional factors is increasing number of fire probability and risk is increasing. The rapid development of social, economic, science, technology, culture are contradict to public fire management lagging behind the level of the contradictory social fire prevention and control capabilities, and the people’s growing demand for fire safety are incompatible contradictions are still prominent, there are a lot of fire hazards, the fire situation is still grim. Which gave the fire brigade fire-fighting and rescue command work creates difficulties.The background of the paper is the Guizhou Provincial Armed fire forces fire fighting and rescue command work, use object-oriented systems methods to analysis and design the fire-fighting and rescue command system. In system requirements analysis phase, we give positioning and objectives of the system design, system functional requirements, the system non-functional requirements, fire fighting and rescue command system is divided into three parts, respectively, city119response alarm system, cross-regional command and dispatch system, fire fighting the rescue business management system, and choose the fire and rescue service management system as an example, give the needs of various functional modules of the system by use case diagram analysis. In the system design phase, we give system design principles, the framework of system functions, system functional components, systems functional design, system database design. Choose the fire and rescue service management system as an example, and give sequence diagrams and collaboration diagrams of duty strength dynamic management subsystem, business training management subsystem, the water management subsystem, plan management subsystem, command and decision support subsystem, war assessment summary subsystem command center direct reporting subsystem, intelligence and information management subsystem design. The thesis adopts E-R diagram method to complete the analysis of the relationship between the entities of the system, and give the structural design of the system logic. Finally, the paper gives a summary and the next step of the paper.
