All kinds of macro data in Hangzhou,mainly distributed in statistical offices and Government minitries, has the problems of scattered resources, unconsitent caliber, weak sharing mechanism, improper storage,etc.Due to the lack of unified planning development of the information resources,unestablished stable and standardized data-sharing mechanism,people develop iteratively, resulting in severe resources wasting. Therefore, it’s of great importance to develop Hangzhou Macro Database System to realize effective integration, storage, and use of datas that are scattered in the Census and Statistics Department, various government departments, departments of various industries of national economy and the district (City).Through present research of macro-databases, this paper detailly explores the current problems that exsites in macro database.This paper does the need analysis widely via five apects: Construction from the system construction aim, functional requirements, user requirements, performance requirements and business process.And it also does systematic design detailedly via five aspects:System architecture system, Database construction, Physical structure design, Server configuration and System safety design.And it also emphatically introduces the detailed design of the main parts of the system and the key technology. At last, it shows the real example of system operation, including performance test of the system, reflecting both the significance of research of system design and application and applicable values.Through reading a lot of technical literature and researching the macro-study of database system, we have clirify the focus of the work of the system design:First of all, sharing easily of the platforms;Secondly, fulfilling the need of data query and analysis capabilities at all levels; Thirdly, realization the maximization of resource utilization through the experience and long-term maintenance mechanism. The thesis was completed based on b/s mode,J2EE multi-layer architecture of data-sharing management system.Basing on Hangzhou E-government platform and making full use of modern electronic technology, information technology, network communication technologies,database Technology,it use science specification of statistics indicators system for framework, collecting,sorting,mining and managing datas that are scattered in different sector of Hangzhou City economic, society, livelihood, population and environment all around the city, and Hangzhou City economic circle each city of economic development data,with principles of "unified, standardized, resource sharing, high quality and high efficiency, safe and reliable",to achievie interoperability between departments, sharing resources, smart interactive, collaborative services.it will satisfied the Government "three levels" needs through data exchange, resource sharing information publishing platform.
