Design And Implementation Of The Government Affairs Information Management System

With the development of information technology, computer technology has been applied to every aspect of our life. With the transformation of the government agency’s functions and its constant affairs publicity, governments at all level have established their own government information management systems, making their government information more open and transparent and the information more accepted by the public. At present, as the electronic government information is being strengthened increasingly, the efficient application of electronic government becomes not only a significant approach that drives the reform of the government administration system but also a connection between the government and the public.In this paper, firstly by comparing and analyzing the development and problems of the current e-government, and combining the application of government information administration in Pulandian City, the practical questions that need solving in this paper and the functions requirements to be realized in the system are presented. In this paper, the system architecture based on the SOA model integrated with cloud computing is analyzed and Web Services framework model is adopted to design the system in an overall structure way. In this paper, the technology feature of SOA, Web, Service and Cloud Computing and the establishing procedure of developing the system with Web Services and the methods based on Eucalyptus to establish cloud platform are introduced in detail. First, in the paper the feasibility of the system has been analyzed and detailed introduction of system hardware, technical assistance and system maintenance are made, then the requirement of developing government information administration system, business process, function and performance are also analyzed, and finally, the system which has been established and tested, has reached the expected effect.During the design, based on the concept of SOA, the design idea of modularization is adopted to divide the role and function of the system and meanwhile each function module has been designed and detailed introduction has been made to the key modules such as personal office module, public administration and purchasing and supply management function module. At the same time, the database has been designed in detail and finally it has been uploaded to the private cloud platform and the whole system has been established.In this paper, based on the office of Pulandian City, the government information administration system has been designed and established, certain success in specific practice and expected effect have been achieved.
