The Ming Dynasty is a dynasty has an important influence in the development of modern China, its highly developed economic, social, cultural and other aspects occupies a unique position in the Chinese feudal society. After the mid Ming Dynasty, with the development of the business, social mobility becomes frequent, the space of market opinion propagation, the folk public sentiment expressed becomes the main content of public life, active folk public sentiment has become one of the typical characteristics in late Ming Dynasty society. In many of the communication way, effects of notice are obvious, with the characteristics of the Ming Dynasty, we can understand the features of public sentiment at that time through the notice.This paper starts from the notice of the Ming Dynasty, based on historical data, conduct a theoretical analysis of public sentiment reflected by notice. The reason why I choose the Ming Dynasty notice to research is because capitalism germinates sprouted from the Ming Dynasty, Chinese embarked on a modernization campaign, group contradictions rose, social thoughts pluralism, folk sound as one falls. But there’s little research on notice at present, for the role of notice in the public sentiment expression and influence are rarely involved in the works. This paper attempts to sum up the public sentiment characteristics of Ming Dynasty notice, and the interpretation of cultural, psychological motivation behind this sentiment, show the trajectory and characteristics of the social development in Ming dynasty. In addition, the government regulation of the notice and public sentiment is also an important part in this research, through the original data of the government’s attitude on notice, the Ming government regulation means and strategies and the effect of regulation were analyzed and summarized.The background and the reason of notice prosperity are analyzed in this paper at first. The notice was growing in an environment of party fight, social disorder and economic development, and its prosperity is thanks to the public to promote the social, ideological emancipation and printing technology support. The next part is a summarization of the Ming Dynasty notice of public sentiment show and its characteristics, notice plays an important role in public sentiment in the presentation such as microphone, bulletin boards, exposure machine and drum motivation, but at the same time the notice of public sentiment also exists some alienation, these factors make the notice of public opinion shows unique characteristics.Prosperity of folk public sentiment will cause panic of rulers, in order to consolidate the rule, they will often take a series of measures to control public sentiment and guide public opinion. So this paper focuses on regulation of notice public sentiment by the Ming Dynasty rulers, including the regulation control means and strategy. On the surface, it should be able to form an effective control and blow to notice. But the fact is, in the late Ming Dynasty, the Ming government lost the control of notice, the fundamental reason lies in people lost the confidence in government. The last part is a thinking extension on the Ming Dynasty notice, analyses the essence of notice public sentiment, and sum up the experiences from the Ming Dynasty notice control, which has little effect in the results, hope to find some inspiration to public sentiment regulation on the contemporary China. China has entered a "risk society" now, the risk of problems of the social environment put forward higher requirements on more free expression of opinion, but also put forward an urgent requirement on rumor governance at the same time. The governments should guarantee the citizen’s right to know, establish the information disclosure system to adapt to the social development, on the other hand, intensifying rectification of rumors is also important to dissipate social anxiety.
