MIMO (Multi-Input-Multi-Output) system transmits data to multiple users independently at the transmitters. Simultaneously receivers receive and reconstruct the original information by using multiple antennas at the receiver. MIMO technic multiples the capacity as well as the spectrum efficiency of the communication system which highly increases the reliability of communication. MIMO system provides different channel rates for users by precoding, power control and adaptive coding modulation. Scalable Video Coding (SVC) is a highly attractive solution to the problems posed by the characteristics of modern video transmission systems. Different frame rates of video steams with different spatial and quality resolutions can be obtained by bitstream extraction in SVC to offer different rates of video streams for different users.To maximize the video quality with minimal the resource consumption, we need to take both video stream coding rate and channel transmission rate into account. In this paper, we study in the MIMO system, how to jointly realize the optimization of video coding and transmission scheme. MIMO system can be divided into different sunchannels with different channel gains to launch higher priority layer bit stream into higher SNR strength subchannel, achieving automatic unequal error protection (UEP). This paper offers a transmission scheme to transmit different priority layer bit stream in different sunchannels in MIMO system. in order to minimize the impact of channel error on video quality, we apply power control and adaptive coding in video transmission. To achieve the required Qos, we need to jointly optimize the substracted number of video layers, transmit power, bits and antenna allocation of each layer. The problem is formulated a constrained optimization problem and is solved by a heuristic algorithm.
