New Media Age redefine the relegation of authoritative discourse. Public consensus presents diversification, dynamic and complication. Media and Public have already concerned about A number of issues of price. Previous studies of public opinion and its evolution more attention to the macro level, focus on the hot social event to explore the formation and evolution of public opinion more, while ignoring public opinion changes of everyday life, so paper close to the livelihood of the price of paper selected as a typical case of public opinion to study everyday evolution of public opinion. The formation and evolution of Public consensus of price has its own relatively independent mechanism.To learn, understand and use these rules and mechanism is quite helpful for us to grasp and guide public consensus, to promote the effectiveness of public consensus monitoring and to perfect alert and dispose of public consensus.Public behavior with randomness and uncertainty, This randomness and uncertainty on natural make public opinion has intricate and unpredictable characteristics. If you can not grasp, it will lose control of public opinion. In this environment:(1)What kind of impact the price of public opinion in the event of public interaction will give the price of traditional media, new media and government parties;(2)Price own characteristics and generate public opinion presents the evolution of the law is how;(3)What affect the price of the internal mechanism in the evolution of public opinion;(4)Price functional departments and public opinion, public opinion monitoring workers in the collection, analysis, difficulties encountered in the process judged, and how to deal with these issues.This article is based on the news of public consensus of price which is monitored and edited by Price Bureau of Jiangsu province from 2012 to 2013 and the number sums to 7520.1 researched the formation and evolution of public consensus of price by using the method "Combination of theoretical research and empirical analysis". According to the life cycle theory, I discovered that the public consensus of price evolves as the way of four stages:formation, diffusion, fastigium and paracmasis I also researched the influence of macro-background, social mentality, media, public, government on the formation and evolution of public consensus of price, and discussed the difficulties for The price department to deal with public consensus. Also I present three methods to solve the problem which are cultivate the media literacy of government, Build monitoring mechanism for public consensus of price, promote the level of monitoring.Through the formation and evolution of the price of public opinion research can be found:(1)Information dissemination new pattern of traditional media and new media has been formed to build the media to create public opinion mimicry environmental impact of price patterns and trends;(2)The consciousness of the people to participate in social affairs initiative significantly improve and increase public interaction platform, the concept of democracy, the right to speak of consciousness is gradually strengthened, the process of social development, more attention to the issue price of the field;(3)Government coping strategies to control public opinion dominated by the main changes to the guide, by a separate government-led governance to the public to actively participate in change, communication between the government and the public to strengthen.
