IT started to use into the agricultural production from 1950 s, our country is slow relatively. In recent years, with the deep improvement of land transfer policies, many small farms appeared one after another, which will become an important agricultural production units, so make an intensive use of information technology to agricultural production can help new farmers to solve the problem of lack of planting techniques problems to a certain extent, and achieve the goal of farm planting modernization.An information system which was collected the farm planting experience has been figured out through domestic and farm-related literature studies combined with my professional features. IT has been deeply applied into farm with this system; The system consists of four sub-systems, which are database management subsystem, production process management subsystem, revenue management subsystem, agricultural information management subsystem. It takes account of the agricultural information management and personnel information management, and finishes the corresponding planting decision function, and achieves process management of crop cultivation. This paper discusses the design and implementation of "farm small secretary" information system from several aspects, including requirements analysis, database design, the basic theory of system implementation, details design and the appliance with the designed system.The results are as follows.The application entity-relationship analysis method has established information system’s database model, in this model had entities and so on farmland, personal, corps, crop assortment, also had relations and so on and preparation of soil, sowing seeds..Production process management subsystem was aimed to supervise the farm planting process through the management of workflow process.Revenue management subsystem was designed to control four sub-functions, including revenue and expenditure, debt, account, statistic, that can help farmers to calculate the yearly economic accounts.Information Subsystem farming has got the function of farming calendar and real-time alerts.The system used a three-tier model development based on C / S, the database is SQL Server 2008, the development environment is under Visual Studio 2010, the development language is C #.
