Culture stands not only for the national culture background, but also for a situation of the society. According to the fairly clear explanation in the report of 18th party congress, culture is the foundation of bringing about a great rejuvenation of the Chinese nation and it is the motivation of pushing forward the development of socialism with Chinese characteristics for the Chinese nation. The improvement of the whole national cultural soft power and the achievement of socialist modernization can’t do without the promotion of culture. For all the people, library is a cornucopia of knowledge, the centre of conducting the cultural communication and collection, the gathering place of new and old culture’s integration as well as the starting point of conducting scientific research and innovation. Its innovation of management and service pattern must be a new motivation of speeding the cultural development.This thesis tries to discuss the meaning and the future trend of the library’s complete flow outsourcing system on the base of the related theory. It takes the library of Jinghu District in Wuhu. the library in Wuxi New District and the library in Binhu New District as the cases, which are succeed in conducting the complete flow outsourcing system. Trough the practical research, it explains the situation of the process and analyzes the achievements and shortages. Additionally, it provides the experience and improvement of its further development for the government, libraries and enterprises.This thesis uses many scientific methods, such as literature analysis, case study and systemic analysis, etc. It makes a deep analysis on the related literature of the complete flow outsourcing system and an exploration of the related information. An interview has been conducted in the service of the complete flow outsourcing system which used now in use of survey research method. Also, a deep analysis has been made about the complete flow outsourcing system of each library by using the method of case study. It uses the method of systemic analysis as the last step and proposes an appropriate suggestion on the development of complete flow outsourcing system in China from macroscopic level.Chapter one of this thesis is part of research overview. Explaining topic meaning and purpose for introduction of topic background. Making discussion in allusion to research results at home and abroad to explain the research contents and aspects of this thesis, and then highlighting the innovation point the thesis takes.Chapter two systematically states the complete flow service outsourcing theoretical foundation of library, including the connotation and main types of library traditional business outsourcing, the connotation, construction flow and main pattern of library complete flow service outsourcing, and the development tendency of library complete flow service outsourcing at home and abroad.Chapter three is case analysis. Taking library in Jinghu District of Wuhu City, library in Wuxi New District and library in Binhu Century New District as the sample case,which is successfully implementing library complete flow service outsourcing. Explaining and analyzing its success, failure point and this new-style outsourcing service pattern’s effect to library circles, in allusion to library outsourcing business condition of libraries mentioned above.Chapter four analyzes our country’ s library complete flow outsourcing system, and systematically states the contents of our country’s library complete flow outsourcing preparatory phase, risks that complete flow service outsourcing exists and countermeasures to cope with risks.Chapter five discuss and summarize the key points that our country’s library complete flow outsourcing system should notice during the process of establishment, from the levels of government, library, enterprise and the public. In addition, proposing reasonable suggestions in allusion to issues discovered under study, which is aimed to make a contribution to our country’s library business outsourcing.Chapter six is concluding paragraph.
