The Development Policy Research Of Libraries And Information Undertakings In China

Chinese sci-tech information undertakings dates from 1956, while, librarianship 19th century. Our library and intelligence undertakings(LIU) is the power producer of national innovation system and, as national economy information subsystem, provides information assurance for other subsystems’ sustainable development. The government puts forward with top-level design in the new plan, which requires our reform to switch "feeling his way over the stones", the previous development patterns, to "tracing the source, overall planning". It reflects on LIU at length to claim:first, to co-ordination elements at all levels. And technology, policy, and education are the three security elements of LIU, so studying the LIU from a policy perspective has significant practical, theoretical value; Second, the overall idea from high-end. It needs macroscopic planning at the government level, to balance quantum and optimize structure. Government’s guiding document, plan and so on influence LIU development since reform and openness. Thus, the study of our LIU, from a policy perspective, especially from policy perspective of the macro level, is the urgent requirement of era for library and intelligence industry.Firstly, from two angles, the paper analyses crosswise LIU development policies from Third Plenary Session. Longitudinal latitude covers governmental macroscopic planning, industry medium policy and regional micro rules. And Transverse latitude covers policy actors, policy domains and policy instrument.Secondly, basing on the most relevant data, the paper mainly considers from the aspects of continuity, phased, stability, and relevance, to analyze LIU policy of each field. On the basis of LIU policies analysis, the paper understands and thinks LIU policies facts; based on the understanding and thinking of LIU policies facts, the paper understands and predicts LIU. Specifically, this paper uses content analysis method to research macro level of policy. It also analyzes ministries LIU policy for medium policy. And for micro policy, it takes LIU policy in Shanxi as an example. This article, from two aspects (the policy development stage and development emphasis of LIU policy), explores breakdown conditions and Implementation conditions of industry medium to the national macroscopic planning and micro regional policy to the industry.Finally, basing on the history and content understanding of LIU policy facts and hierarchy understanding between two kinds of policy value, the paper discusses LIU objective development rules, to provide some references for LIU and its undertaking policy from "top level design" perspective.
