In recent years, with the rapid development of the Internet, the development of networking technology is also showing a rapid trend. In this situation, the world’s major developed countries in support of the construction of "smart city", China as the largest developing country and of course should also speed up the pace, and strive to walk in the forefront of the creation of "smart city".With the rapid development of China’s economic and social stability, has greatly improved the level of the urbanization and speed, at the same time, increase the commercial area also increased the number of large outdoor advertising. When encountered strong winds and other inclement weather, people in the "Big Mac" have to be careful walking. Therefore, in order to improve the safety management level of city, to facilitate supervision units to grasp the emergency situation, intelligent monitoring method is proposed in this paper application of sensor technology angle monitoring of large-scale outdoor advertising, design and development of monitoring system based on obliquity sensor, realizes the real-time dynamic monitoring of large-scale outdoor advertising angle, and make a set of effective early warning level the standard, so that timely and efficiently to the management of early warning message push.Large outdoor advertisement monitoring system is composed of front-end and back-end information acquisition and transmission device, information processing and display part. Among them, the data acquisition of large-scale outdoor advertising inclination angle sensor using MEMS at intervals and front information collecting device, and the monitoring data by GPRS wireless communication mode of transmission to the server, and ultimately by the server to complete the data analysis, data storage, monitoring and early warning and Web display interface, to achieve early warning level in the tilt angle. The system will take the initiative to send a warning message informing the user customization. This system has the characteristics of all-weather, real-time, in promoting large-scale outdoor advertising regulatory efficiency and save manpower cost, is a beneficial attempt to the application of networking technology in the field of "smart city".This paper focuses on the large outdoor advertisement monitoring system design and implementation, and the core issue of warning level the formulation method and risk prediction methods are discussed in detail. Among them, the design of outdoor advertising monitoring system, including system architecture, function, database and the integration of software and hardware design, realization part including construction and software implementation. Because at present our country has not released according to the related standard of large-scale outdoor advertising of inclination sensor monitoring and early warning level, the paper on the basis of the outdoor advertisement design specifications, to develop the principle of structural mechanics, the standard of the warning level. One of the most important innovation of this paper is in the. And carried out the analysis of monitoring data and warning angle based on SPSS software, puts forward the method of early warning.
