Reinforcing the monitoring and warning system in order to improve the capacity ofdefense of the mountain torrent disaster is the guarantee of the construction in themountain area and durable development of society. Combining with the constructionproject of the monitoring and warning system for the prevention and control of mountaintorrent disaster in DinghuDictrict of Zhaoqing City, this study presents the research on thedesign and application of this system.The main content of this study is:1、Review on the development process, research statue and development tendency ofthe monitoring and warning system.2、Based on the survey of mountain torrent disaster in Dinghuarea, the characteristicsand the causes of flood disastersin Dinghu district.3、 Through the research on the area of all the small watershed of censusresults, delimitation of mountain torrents disaster prevention in high risk area, dangerzone,security zone.4、 To determine the small basin each or country levels ofcritical rainfall, waterlevel warning indicator.5、 The occurrence regularity of combination of mountain torrent disaster inDinghu area, to determine the early warning method of mountain torrent disaster earlywarning system in Dinghu area, the rainfall hydrological monitoring system, early warningand forecasting system of eachsubsystem of the function and the detailed structure design.6、 The overall design of the whole monitoring and forecastingsystem. Floodmonitoring and forecasting system is mainly composed of water and rainfall monitoringsystem,information collection and monitoring and early warningsystem and the earlywarning early warning network platform, release system.7、The verification of the rationality of the design by the analysis on the result andrunning situation of the system.After putting in to use, this system runs steadily and the data from the monitoringstations can be collected in time to release the warning response information. In this casethe government, especially the government of towns and villages can be aware of the situation in time to release the warning and flood control case and to start the responsemeasures which strive for the time to displace the residents. This system solves thedifficulty of real-time rainfall control, the problems of long decision time and slowresponse so this system plays an important role in the prevention of mountain torrentdisaster to reinforce the defense capacity in Dinghu District and reduce the casualty and theproperty loss which is applauded by the government and the residents.
