Abstract/Summary:
SMEs are the main client of Local Tax Bureau, while they are seriously lack of tax consciousness and capacity, which lead to the inefficiency of Taxpayer Service and the difficulty for taxpayer. With the widely apply of online tax service, the combination of online and offline service become a key to improve service quality.Delicacy is the basic way to improve the efficiency and reduce waiting time in taxpayer service hall management system. On the one hand, a flexible and multi-channel service system is built by integrating online reservation and offline service; on the other hand, the reservation mechanism is optimized by using history tax records, taxpayer’s characteristic and staff’s ability. The high quality interaction, the implementation of monitoring and the early warning system make the information system of Local Tax Bureau become more delicacy and intelligent.In this paper, the main idea is to build a reservation system which is delicacy by using Queuing Theory, Location-Based Service, and history data. Also, object-oriented technology is used to analyze, design and develop the Taxpayer Service Hall Management System.First, the status quo of taxpayer service hall is introduced, the necessity for taxpayer service hall to become a service organization and more delicacy is analyzed. Also, the significance and feasibility of applying the online reservation in queuing system is explored.Next, the main technologies and theories which are adopted by the system is analyzed. The reservation mechanism algorithm and location-based service is briefly introduced, also the framework and programming environment used in the system development.Third, by following the object-oriented methodology, the analysis, design and implementation of the system is done. In the whole process, software engineering is used, also the UML language is used to build the static and dynamic model. In addition to the design of database, the feasibility, the demand and the operating platform of the system is analyzed. After that, the detailed design of the functional modules are described. Finally, the main function of the system is basically realized by using ASP.NET, and the function modules are briefly tested by using data from HuiAn local tax bureau. The results show that the system has achieved good result, the efficiency of taxpayer service hall and the taxpayer satisfaction has improved significantly.
