Therefore, construction a convenient, stable, secure portal website which adapts tothe needs of the majority taxpayers is the main issue that tax department considers.In this paper, we design and implement taxpayer instruction center of Changchunforeign tax bureau. This web site is base on J2EE, with JSP as the main implementationtechnology, combined with the MVC design pattern, using the Windows Server2003,MySQL, Tomcat5.5, JDK1.5and so on to achieve a variety of business needs of the site. Byanalyzing the actual situation in Changchun Foreign Tax Bureau, also considering thetechnical feasibility and economic viability of the specific situation, we finally determinedthe overall structure of the site divided into the following five sections: Website informationmaintenance function, user management function, user group management function, personalinformation management function and user management function. In addition, in order tosupply a better communication way between management and taxpayers, the paper alsoachieves the following six functions: article management, user management, user groupmanagement, visitor comments, browse navigation and article retrieval functions. By testingthe performance of browsing on the Chinese and English main page, the main contentdisplay page, the content searching page, the detail content showing page, and the testing ofoverall service quality of this system, the results shown that, all the function modules hasbeen implemented and the running performance of them are stable. Moreover, this system can simultaneousl y guarantee real-time service for large amount of users.
