In China, with the rapid development of economy, all sectors of the society have an urgent demand for mobile communication, at the time of increasing subscriber number and traffic, users call higher request on quality of mobile communication. Network quality is lifeline of all mobile operators, quality closely related with operator’s economic benefit, operators regard network quality supervise and network optimization as hardcore of network operation, in order to monitor network operation condition and network can run in best state. However, maybe mobile communication network will appear all kinds of unexpected changes during operation process, these changes may lead to network performance index changes, and consequently the service quality of communication network was influenced.Nowadays, some conventional network performance index analysis and network optimization software only cater to a single filed of network analysis and optimize work, a number of attribute data can’t relate with wireless network resources object entity or foundation geographical elements, topological relation between two kinds of spatial data can’t be stored, and network performance index can’t be done senior analysis. The author introduces GIS into mobile communication industry management, on basis of researching relevant theory and technology, mobile communication network quality monitoring and analysis system are designed and realized. The main achievements of this paper are the following aspects:(1) The system use based on RIA technology of Silver light, rich special effects of sliver light has been full utilized, in order to make all kinds of application and analysis results more beautiful, and get good user experience. Sliver light has realized some calculation of client-side, reduced operate requirements to web server, done sever load balance ell.(2) Taking use of data technology and WebGIS technology, the basic network resources data, telephone traffic data, network performance data and mass business data, which generated in the process of communication network operation organize to geographical spatial dimension, and these data has been related with base station, housing estate, cell coverage area, business hall, placing etc this kind of geographical space objects. The system has done dynamical and geographical observation and analysis for network performance index, it has provided accurate test results and optimization basis for daily wireless network optimization, solved network and dead zone problem, improved quality and efficiency of operator’s network operation and maintenance.(3) Introducing GEP technology into mobile communication network performance index analysis area, network performance index forecasting model GEP wireless AP which based on GEP has been put forward. Telecom Company’s AP utilization record of X city has been tested, the result shows GEP-WirelessAP can effectively avoid the blindness of traditional forecasting method and improve predication accuracy.
