With the development of scientific research of all area, data of scientific and technical literature has obtained the focus of relevant scholars. It is meaningful to dig scientific and technical literature deeply, because there are lots of valuable information in it. The application scenarios of scientific and technical literature are more and more abundance with the rapid growth of analytical methods for scientific and technical literature. And we can design varied applications through the combination of these basic methods. However, most of the existing service platforms of scientific and technical literature are customized. It cannot extend new application scenarios through the recombination of basic algorithms because the application scenarios provided by those service platforms are fixed. Applying the thought of PasS, Platform as a Service, to the service of scientific and technical literature, it can solve the problem well. The platform provides multiple basic algorithm components of scientific and technical literature and considers them as services provided to outside. The users of platform can develop corresponding scientific and technical literature applications based on their own requirements through the combination of different basic algorithms.The aim of this paper is providing information mining services of scientific research to institutions on PaaS platform. Followings are the research points of this paper.1. It introduces the design of PaaS platform and the implementation of its core modules, resources servitization, application development environment and application execution engine. We choose REST technology to make resources become services. In order to implement the application development environment and application execution engine, we integrate jBPM workflow engine, and make a solution for components extension, and improve the application resolving solution.2. Aiming at the information mining service oriented to institutions, it presents the research and implementation of basic algorithm components that support the service, data import, paper statistic, keyword statistic, area extract, pretreatment of scientific research cooperation network, community detection and influence analysis.3. We implement an information mining service platform oriented to institutions on PaaS and have designed some specific application scenarios. We have designed the business models for both developers and tenants. Developers use tools to develop applications, and tenants achieve their own analytical tools or systems through a combination and integration of different applications.4. At the end, based on the experiment of institution paper statics, it validates that the information mining service platform oriented to institution based on PaaS has the abilities to complete application scenario development through the combination of basic algorithms. And it also validates the service ability of the information mining service platform oriented to institution based on PaaS through the integration of existing application resources to implement scientific research analysis tools of institutions.
