Computer network technology is more and more popular in our learning and life, so the data information transmission and stored procedure are increasingly relying on network in electric power enterprises, it can help to improve the efficiency of data transmission, however, at the same time it brings a lot of dangerous such as data theft、system embedded virus and Trojan. In order to ensure the security of electric power enterprises data, the state electricity regulatory commission issued <The safety protection regulations of the power secondary system>, the protective rules formulated that the safety protection work need to adhere to principle of safe partition and horizontal isolation, it can protect the security of information transmission directly between power equipment from the physical layer, but it will lead the bottleneck of data transmission efficiency. Breakthrough the negative factors brought by safe partition and isolation device of data transmission in power communication network, on the premise of guarantee the security of data, improving the efficiency of data transmission become the first problem to be solved in electric power communication network.Electric power secondary system could achieve the goal of horizontal isolation by used physical isolation devices. Setting up only one TCP connection become the isolation device communication mode as default, the reason are the limitation by network protocol of isolation device itself and it only open a communication port to the outside. And it can cause poor data transmission efficiency when there are large amounts of data, and it can’t transmit multiplex, and it strongly dependent on data transfer protocol, and some disadvantages. Therefore, to design a safe, efficient, supporting multi-protocols electric power communication network management data transmission network scheme is the effective way to solve the data transmission bottleneck by isolation device.In order to design management data partition scheme better, this article study the principle of isolation devices, transmission implementation and electric power secondary system protection scheme firstly, and then analysis the detailed demand for management data partition scheme, after that points out the shortages of the existing transmission scheme and demonstrates the necessity of redesigning the transmission scheme. Secondly, this article combining current situation of the current electric power communication network has made the detailed design and implementation for transmission scheme, and shows the final effect in the end. This transmission scheme has been applied in the national grid communication management system; it illustrates the availability of the management data partition scheme in the field.
