With the rising level of information, port information hasshown signs of scale. However, there are many issues being highlighted when we achieve piece-worksystem on port as the following problems:On the one hand, there are many reasons lead to a lot of work to doin developingpiece-rate system and high cost such as the low efficiency of information technology and the inconsistent piece rules appearing in port enterprises; On the other hand,under the application of various piece-work MIS, which is relatively decentralized management system for the port enterprise, hardware and software are subject to a higher initial investment costs, one-time purchase of hardware and software is to bear the investment risk; High maintenance costs are needed once there is someone to maintain a relatively decentralized management piece-work system; Once people change the way of the piece-work, existing piecework system’s scalability is poor relatively; Many small and medium port enterprises have no adequate funding to support its implementation of information on piece-work management.Piecework management on port belongs to the system management of SMEs. The paper studies the SaaS application in SMEs and the piece-work information management problems on port. On the basis of existing SOA architecture based on the use of multi-tenant. SaaS technology and rules engine technology were discussed to achieve its private cloud platform and multi-tenant SaaS piecework management. Cloud-based platform for information systems, based on common SaaS model, can be to provide users, including resource virtualization, a parallel deployment of multi-tenant uses, personalized solutions, etc.Port enterprises are to establish private cloud platform, which enables information technology costs equally enjoy a higher level of investment in information technology services.Firstly, for port enterprise information problems and bottlenecks encountered in the process of building, the paper is intend to using SaaS multi-tenant technology combined rule engine technology to realize a SaaS-based piece-work management. Secondly, the paper studies the SaaS mode on the basis of existing hardware resources, which aims to reduce the cost of investment as well as to facilitate the delivery. The paper studies the business process management problems and the rules changing characteristics. Combined with rules engine technology, piece-work business in port based on SaaS model management can be customized. Finally, Cloud-based platform port production management system is to achieve seamless integration of port production business systems and other systems of good solutions, and applications for small and medium port provides a convenient, low-cost, basic maintenance of production management system. Taking a port enterprise as an example, the paper makes a detailed design for its piece-work management system in the SaaS model. Finally, it does a full summary and outlook.
