e-HRis the only way of human resources information management of the corporate, it reflects the advanced human resource management concepts and behavior patterns. The standardized management processes, timely and accurate data processing, customizable business function modules of e-HRcan meet the long-term business development of the corporate.With the enterprise system being improved and advanced human resource management concepts and methods being introduced continuously, Baosteel’s talent development system has less than before. Scientific human resources management system requires the participants are under the same conditions. Especially in terms of recommending youth, people strongly demand "fair, just and open" and require for democratic participation. Youth is the future, how to find young people earlier and more reasonable to recommend and use them has always been one of the major concerns of enterprises.After exploring the Personal Performance Development File, the Youth League of Baosteel proposed a different concept from the traditional "Recommending Excellent Youth". At the same time, the company’s information technology has developed quickly. It has been the development trend of management that functional departments and business units share information, collaborate with each other. Especially the e-HRin Baosteel, it allows HRto manage all the information of employees with a platform, which will greatly affect the degree of human resources management in the past patterns of behavior.The topic wants to find the combination of the requirements of "Recommending Excellent Youth" and the e-HR, after studying the participatory approach to the new human resources management system on the e-HRof Communist Youth League, and then, we can take full use of the tools and resources to improve our youth development. Along the direction of "the information as the focus of the Recommending Excellent Youth", and by analyzing the environmental and functional requirements, we make the decision to desigh a module of "Recommending Excellent Youth" with Baosteel characteristics and practice the new mode. In the module, we want to implement the functions of level management, self-optimization, dynamic record, the feedback. Eventually, we want to reach the goal of "Recommending Excellent Youth" by achieving all the functions and management in this module.
