With the development of Intelligent City, the city public security management processin the construction of a large number of public security departments, intelligent bayonet,monitoring point, has formed an invisible monitoring network, which becomes a powerfulsupport of public security work. With an increasingly requirements of the monitoring pointconstruction and application, the current facilities and platforms (to some extent) fallbehind the target of strengthening police by science and technology. To meet torequirement of mass data access and application in (at least) the following five years, weneed to establish a stable and efficient platform which has a high resource integration rateand excellent efficiency of data access.Based on a project of the city for constructing a public security organs intelligentnetworking platform, in this paper we study how to establish a citywide capture dataprocessing and applications platform. The main work includes an analysis of therequirements of the platform construction, a design and development of the framework anddetails of the platform, and an analysis of the real application of the platform.First, we analysis the current status of the city public security work, the shortcomingsof the current situation, and suggest improvement requirement, which is the goal ofdevelopment of the intelligent capture networking platform. Second, we design theintelligent networking platform from an overall view. The construction of the platform isdescribed, and optimization parameters are identified for performance. Third, from adetailed view we analysis every part of the platform, including the basis of the data layerand the system data service parts. Finally, we develop the platform according the formeranalysis, and illustrated the real application of the platform.
