Currently, Cloud Computing Model is becoming a new research hotspot in enterprise computing domain. In this computing model, computing resources are made available on-demand to the users as needed. As a result, when sudden vast demands come, enterprises could overcome the challenge and distribute resources on-demand. If an enterprise maintains sufficient resources to meet peak requirements for the demand on computing resources can vary drastically over time, it must make a large budget. To the contrary, if the enterprise maintains minimal computing resources to cut costs, it may make an unpredictable consequence when sudden vast demands come.On the other hand, with the rapid development of Cloud Computing, there have been many popular open source cloud computing techniques including OpenStack. OpenStack has all the features which Business Cloud has, and the more important is that it has the strengths such as simple deployment and it’s convenient to be extended and developed, which make it suitable to deploy private cloud for enterprise inside and institutes. Above all, based on OpenStack, this thesis carries on research about dynamic scalability on the business cloud platform, proposes a multi-level cloud platform model for a mobile-user-oriented multimedia service platform, and implements the related cloud scaling algorithm.This thesis firstly introduces the present studies of Cloud Computing, then describes related knowledge such as virtualization technology, relationship between virtualization and cloud computing and the classification of cloud computing, and compares the several kinds of open source IaaS cloud platform. After sketching the existing mobile-user-oriented multimedia service platform, this thesis divides its services and performs a brief analysis. In combination with the investigation of OpenStack and the deployment of multi-nodes OpenStack cloud platform, which is one of the emphasis, this thesis designs and implements a cloud business execution platform with high scalability based on OpenStack. The experiment shows that our business cloud platform can implement the auto-scaling mechanism with deadline and budget constraints and guarantee the QoS with less cost being able to meet sudden and fluctuating demands efficiently.
