The rapid development of mobile Internet and smart phone terminal has brought the explosive growth of the data traffic, thus making telecom IP business with high level QoS requirements the focal point, in which case traffic management is used to solve the problem. In order to enforce traffic management,3GPP proposes the PCC architecture. By focusing on the traffic guidance and control in2/3G network and joining differentiated services in the LTE network, PCC is used to alleviate more traffic data but not more increment, to enhance the user experience of premium consumers, and to further increase the revenue and competitiveness of telecom carriers.In this paper, network element PA(Proxy Agent) is implemented in the current PCC architecture, and requirement plan on the function of PA and improvement plan on the function of other elements and enforcement plan on the function of related interfaces is proposed, the whole process of PCC is improved on the basis of2/3G PCC process. Detailed signaling processes of evolved PCC are designed based on the specific application scenarios. Furthermore, to enhance the user experience, modification on process of PCC is introduced to make it adaptive to the network status in real-time. AF supports HTTP and PCRF supports Diameter, thus detailed design is demonstrated to achieve the function of protocol conversion between HTTP and Diameter in PA through analysis of Diameter Protocol packet, designing of new QoS parameters and designing the way of mapping between the QoS value of Diameter and XML. Analysis is conducted to prove the advantage of this architecture and the feasibility of the design. Summary of evolved PCC architecture and related projects are introduced at the end of the paper, and following steps of the research are proposed.
