Animation is a narrative way with a solid fans foundation, which is very popular among the young. In China, due to the large number of animation fans coupled with the importance attached to the development of animation and other cultural industries by Chinese government, China’s animation industry is ushering in a bright future. On the other hand, mobile Internet has become the most significant medium of information propagation for its explosive growth. Therefore, people are increasingly aware that combining the two industries to form a new cross-industry would make them play a greater role.In the paper, we researched key technologies on animation mobilation, which contain cartoon extraction algorithm and terminal adaptation in general. As to cartoon extraction algorithm, we researched relevant literatures at first. Then leveraging prior cartoon extraction algorithms, we choose the algorithm based on connected-component labeling as main research one, taking into account cartoon’s characteristics on its own. In addition, we improve the algorithm with the technique based on edge extraction. The improvement mainly applies canny operator and Hough transform, it enhances the extraction accuracy to irregular cartoons, which makes the algorithm more universal.As to the terminal adaptation, we launch a discussion for both client adaptation and web page adaptation, describing in detail their respective applicabilities as well as pros and cons. On the ground of prior research and actual demand of the project, we make the adaptation technique based on server among web page adaptations key point of the research. Base on corresponding algorithm research, we implement a mobile phone cartoon reading system, which includes cartoon extraction kit and mobile cartoon reading platform. In the system, the former part provides not only comic automatic segmentation function, but also provides other functions such as user interactive, uploading and so on; on the other hand, the mobile phone cartoon reading platform provides a way for users to reading comics. Besides the common functions it’s supposed to have, the platform can analyze the users’ terminal information automatically, then transmit the corresponding comics for users.
