With the unceasing upgrade of network and hardware resources, users more and moredemand for the video content with rich expressive forms. How to use the existing networktechnologies and resources to establish the professional and efficient online video platformbased on market demand is the urgent problem facing us. Therefore, with respect to the aboveproblem and the opportunity and challenge it brings about, this paper studied the online videoplatform’s application in radio, TV, and internet industries.China Education Network Television’s overall objective in building its business systemis as follows: by integrating China Education Television’s content resources and technicaladvantages, and aggregating China Education Television’s channels, the third-party programs,information programs, and all kinds of self-management graph-text, video and audio media,and other content resources, build the next-generation system of new media networktelevision, which is based on the platform uniformly supported by new media business andsupports the management and release of new media content.The technologies used in this system are based on the cloud computing theory ofthree-tier structure, i.e. IAAS, PAAS, and SAAS. By cooperating with the third party andusing OpenStack to establish the server cluster, the IAAS tier was established. By usingopen-source theory to organize the originally separate offline application modules through theOpenShift Web open-source approach and putting them together to the cloud, the PAAS tierwas formed. Users can log in their own account system through the portal of the videoplatform and upload their own videos. The system will automatically provide them with thefunctions including media resource management, transcoding, fast encoding, automatictechnical review, player, approval, release, online and offline management of products, andothers, and it will also provide them with the address of video streaming, through which userscan receive the video streaming data to play the video. In this way, it realized the four majorcharacteristics: full collection, full media, full release, and content processing.The scheme adopts all-IP for the information source, so that the platform is with highmanageability, and very easy to maintain and manage. With real-time monitoring and alarming functions, the system can be regulated. And the content, software and hardware inthe platform can be monitored in real time. Once there appears a problem, it can give an alarmin real time to ensure the safety of the content and the platform. In addition, an effectivemanagement mechanism was set to ensure the safety of the content, unify user management,and set different limits of authority.It supports expanding and closely binding to web TV and multi-screen business, and canrealize the unified content management system. The technical platform, which is efficient,convenient, and easy to use, adopts modular structure and can be updated and expanded easily.With flexible expansion capability, it can be expanded with the development of business.Thanks to the business expansion capability, new business can be deployed quickly by addingnew application modules. In this way, buyers’ advancement in the field of applicationbusiness can be ensured.The perfect management system of work flow can visually show the task-nodes,executive condition, and release condition in the form of work flow graphs. It can providevideo and audio streaming and files with different code rate, different packaging, and differentformats to different business platforms. The code will be transformed automatically once thestrip is raveled.Facing to the new conditions of the construction and development of network television,we should seize the opportunity to occupy the commanding height of the industry and meetthe requirements of future business with the brand-new development mode and functions.From the design to implementation, the scheme for China Education Network Televisionstated in this paper verifies the feasibility and maturity of applying open-source technology tothe business case of online video platform, reflects the application’s value and significance totraditional TV stations, and has important implications for the similar problems in future.
