With the development of economic globalization, the notion that science is the first productive forces is well accepted. The wide use of computer technology leads to unprecedented development of computer network. In the information age, the network information environment has a close relation with human life. The involvement of information technology into social fields, economy, environment and so on, realize the spread and share in a great range within messages, resources, science and technology, bringing great convenience and higher quality to people life. The wide application of computer technology has been popular.The progress of society and science make people pursue the life quality. In medical care, people demand more on service and quality. Population growing, social and environmental changes lead to a variety of new diseases, more patients, disease complex and hospital overload. The medical system faces more severe challenges. The traditional medical service concept, the manual operation and the low information-based medical management mode, are hard to meet the needs of the medical service in the modern medical service. In the hospital, a blood transfusion information in the past was in the manual input, storage, integration, statistics, which wasted a lot of manpower, material and financial resources but difficult to obtain the desired effect. At the same time, the traditional management mode have blindness, hysteresis, input information delay, update delay, inaccurate data, which resulted in a lot of unnecessary work, staff occupancy and enormous financial expenditure to the hospital. Furthermore, the management mode of traditional blood transfusion had bugs for timely and effective treatment. It was a threat to the safety of people’s life, the service quality the credibility and of hospitals. Therefore, the computer technology applied to transfusion management appears to be more necessary and should be widely implemented. The rapid development of computer technology and gradual improvement also brings the feasibility for the introduction of information management into the medical system. This paper mainly focuses on the design and the implementation of blood transfusion management system. A new blood transfusion management system is introduced. And from the technical, economic and operational feasibility it is analyzed. The structure of the system is based on client/server (C/s) structure, with the2010version of Microsoft Visual Studio as the development tool and use SQL Server2008as the database. The configuration is an important guarantee for the quality of blood transfusion management system. In the preparation of system development, the situation of hospital management system and the new system development problems are investigated. The system is divided into blood transfusion management, inventory management, auxiliary management, and system management. This paper also describes the overall design, detailed design and implementation of the system as well as the method of the system testing. Its realization will result from information management, blood transfusion process standardization, efficiency improvement, blood transfusion information sharing and supervision, and blood transfusion safety guarantee. All are helpful to improve the medical service quality and to ensure the informationization, regularity and standardization of blood transfusion management information system.
