| The city is the basic unit of administration in China, and City management is the fundamental driving force of urban operation, which affects the whole process of urban development. Currently there are many problems in the field of urban management in China, which has become an important factor affecting China’s image of the city, restricting the development of China’s urban economic development. Urban management and citizens’ legitimate rights are closely related, and the perfection as well as sound development of the system will affect the process of transforming our government from the management-oriented government to a service-oriented government, and affect the construction of harmonious society of socialism with Chinese characteristics. Since the beginning of the21st century, China’s urbanization process has entered a period of rapid development, and variety of problems will become more apparent along with urbanization. And the district government of Laoshan district, has invested a great deal of attention for information city management, wanted to improve the city’s comprehensive management level through information management. Therefore they proposed to establish f a fair and equitable system integrated urban management law enforcement system to assist in the integrated management of cities.The system researched currently domestic and foreign similar software implementation and compared based on NET, ActiveX components and based on J2EE software development technology. It found that Net technology has a comparative advantage in terms of technical support, and product maturity, at the same time, using NET framework can be more convenient to design the pages in the system, so the system eventually chose to use Net technology development. System database uses relational database, SQL Server database, to store data, which has provided a guarantee for the security of data storage. In the data transfer process, the system uses encrypted transmission to avoid data being illegally intercepted, tampered to ensure data security and reliability. In summary, the system has a good design, and good safety.The system takes the standardization process to develop and in the detailed design stage, we made reasonable structure design for system and reasonable construction of Laoshan district, urban management law enforcement system. The system realizes the petition case management function, comprehensive law enforcement management function, data query function, laws and regulation, maintenance function and system settings, which greatly reducing the workload of the comprehensive law enforcement data management.After the trial, we found that urban management law enforcement system of Laoshan district has greatly improved efficiency of Laoshan district urban management comprehensive law enforcement sector, improved the transparency of government openness in government affairs so that the masses of the people can be more convenient access to government legal help. Through the network channels reflecting to the government of lawlessness in the city makes the abuses nowhere to hide and plays a psychological deterrent to criminals in the community. In addition, the data query statistical function provided by the Laoshan district, urban management integrated law enforcement system can provide for staff to view the individual and others work timely, thus forming a work environment of healthy competition, helping to improve the personal enthusiasm for work, at the same time to provide decision support for the leadership. Thus it can be seen that integrated urban management law enforcement is a new and effective administrative enforcement mode to improve the legal level of urban management and to build urban management mechanism. Urban management law enforcement informatization is the core of the integrated urban management law enforcement, and Laoshan district urban management law enforcement information research has both theoretical significance and practical value. |
