With the continuous development of modern science and technology, people become moreand more depend on information technology, and apply them in all areas of life. The troopsalso should apply modern information technology in different areas, make a good use ofinformation resources, accelerate the development of the troop. There are a lot of militaryenthusiasts in China. They care about military news, military literature, military history,military issues. The design and implementation of information dissemination and informationexchange platform for military enthusiasts helps them communicate and learn, which helps topromote patriotic feelings and learning knowledge of national defense.Many disclosed military knowledge which do not involve military secrets can be publishedto a common platform for people to easily view and learn. Previous information transportation,may be more dependent on entity text material, etc. However, the continuous development ofInternet technology provides a more simple and effective way for the popularizationdissemination of information. People always do something on the internet everyday. By thetechnology and the foundation, sending information by the web becomes possible.This paper first introduced the research background, present situation, discussed theInternet technology and the significance of the study. And then, we made the demand analysis,summary design, detailed design, code implementation and test run stage according to thedesign idea and steps of software engineering. In technology, information release platformadopts B/S (browser/server) structure, in the form of website, users can obtain informationfrom the Internet, by using the browser. Web site uses the JSP programming language, whichis a widely used dynamic web page technology, based on Java technology. In thedevelopment, we chose the MVC framework, namely model (model)-view (view) controller(the controller), used a method of separation of business logic, data, interface displayorganization code, which successful separated the application logic and the page display.We used the Tomcat server and a very commonly used relational database managementsystem MySQL. Considering the demand of people, this platform mainly includes the military news, BBS,military literature materials and user management functions. The news module includes avariety of news events at home and abroad, and notices of the news. In military BBS, userscan post, comment, reply, and can do many other things to improve our communication witheach other. Literature and materials reading module provides multiple file downloads, readingonline, and other functions. We also made a rule of the authority by give different level todifferent kinds of users. Because of different authority, the user may have a view, release,modify, delete, and other behaviors. We configure the system development andimplementation of specific environment, the design of database and the data type of thespecific, describe each function module in detail, this paper also described some key codesnippets and the run of the system. Information data such as news, videos, pictures, text files,etc. in this platform are derived from the Chinese news media. They are all public information.In addition, the paper also made some efforts on the security of the site, considering a numberof possible risks and take some ways to protect the sites and databases.The information publishing and exchange platform based on Web will make a contributionto people and provide more convenient at the same time. It helps to publishing universalknowledge of national defense and promote patriotism theme of people.
