The Rapid development of mobile Internet brings new chance to telecom industry. The number of mobile service users has an exponential growth and generates large amount of potentially valuable data. Based on the situation, operators have met with a good chance for the intelligent application, so intelligent value-added service was started. However, the loss of integrated planning, the difference of connection and the complexity of visiting greatly hinder the development of service. Hence, telecom operators need the integration the original business to create a fusion, rich, flexible and open platform.Integrated Information Converged Platform arises at such background. The platform provides open application interfaces for the upper application system through the collection, classification and processing of data from operator’s network. It also provides application of dynamic data based on mobility for SP and acts as a strong guarantee for the services development of the telecom operators.Firstly, deep researches on the background of Integrated Information Converged Platform and related technology such as Web Services, Redis, CIN-SCF have been completed. Then by way of analyzing the typical services scenarios, both functional requirements and non-functional requirements of the platform are introduced. On basis of requirements, the overall design together with static structure and dynamic structure of the platform are proposed according to the background environment. Given the analysis of data structure, logical data model of SQL and NoSQL are established. Besides, two key problems in system summary design are described in detail. One is that by rewriting the CIN-SCF underlying configuration file Redis can work together with CIN-SCF, and the other one is that by building a distributed Redis Cluster System, this platform could have a higher data processing capacity. Then each unit is detailed designed and implemented. Finally system test environment is set up. Based on the test environment, unit testing, integration testing and system testing are implemented to verify that the system meets the functional requirements and non-functional requirements. After actual tested, this platform has an abundant data source which can provide more comprehensive services for SP, a high concurrency framework which could effectively improve processing capacity of the platform and the uniform interface which can support the rapid development of services. In future, more use of rich data resource of platform can be made to analyze user behavior, so as to provide a stronger support for precision marketing for telecom operators.
