The existing wireless resource management method could not meet the various requirements because of the rapid development of wireless communication technology, strong growth in volume of mobile users, the diversification of business users and applications.3GPP putted forward LTE-Advanced standard based on LTE standard in order to provide higher data rate and spectrum efficiency to meet the requirement of IMT-Advanced on frequency, bandwidth, peak rate and compatibility of LTE. Carrier Aggregation technology, one of the key technology of LTE-Advanced, could support the bandwidth of100MHz by aggregating scattered narrow frequency band into a full spectrum bandwidth. When there is a new UE in the LTE-Advanced system, eNodeB will choose Component Carriers (CC) based on the traffic load or RSRP measurement. So, Carrier aggregation (CA) is an effective approach to achieve high transmission rate and wideband communication.First, this paper introduces the LTE-Advanced system, the characteristic of CA deployment scenarios, frequency resource management method and the existing CC selection method. CC Selections Based on Traffic Load could help the system stay in the load balance status, but the throughput may be decreased due to the ignorance of the effect of channel quality. CC Selections Based on RSRP measurement could not take the difference of channel quality of CCs in different frequency in to consideration, may bring the result that the overload of CCs in low frequency band and the waste of CCs in high frequency. In other words, the system is in unbalanced status.Then, in order to solve the problems existing in the traditional CC selection method, a Hierarchy Based Component Carriers Selection (HCS) applied in Deployment scenarios (2) using the microeconomic model is proposed in this paper. In the Deployment scenarios (2), each CC have different coverage and mobility of CCs.Finally, the performance of the proposed scheme is evaluated through system level simulation. From the simulation results, it can be concluded that the proposed HCS scheme can improve the spectral efficiency, keep the system stay in load balancing status and achieve good performance of system throughout.
