With the popularity of mobile smart temiinals and the diversity of mobile data traffic, the mobile communication systems are faced with explosive growth of mobile data. As a response to the improvement of peak data rate in IMT-Advanced systems, which was proposed by ITU,3GPP introduces carrier aggregation technology in LTE-A Systems, which is a key technology to extend system bandwidth and then improve peak data rate.In carrier aggregation, the effect of carrier selection is significant and carrier selection schemes in carrier aggregation scenerios are studied in this paper. In the previous CC selection schemes, some only take one factor, channel quality, into consideration. However, these schemes face carrier overload when the CC with good channel quality is selected for a majority of users. On the contrary, in conventional schemes considering carrier load balancing, the system is faced with the problem of frequent CC handover when users move away from the eNodeB at high speed, which lead to unaffordable signaling overhead and time delay. In this paper, a user-mobility based CC selection (UM-CS) scheme is proposed to analyze the influence of user mobility on CC selection.In the proposed UM-CS scheme, frequent CC handover is effectively avoided by analyzing the effect of user mobility on the coverage that carriers should provide for users and using the analytical conclusions to guide component carrier selection. In addition, carriers’loads are balanced by limiting users’carrier selection sets, and configuring carrier load balancing factor. Finally, simulation results validate the effectiveness of the proposed scheme in terms of carrier load balancing and handover number under different user mobility with no loss of user throughput in semi-static simulation method on Matlab platform.
