With the innovation of wireless technology and development of mobile Internet, people paymore attention to experience of terminals and mobile data transmission rate, especially in indoorcommunication. Femtocell is a technology to solve the indoor coverage of3G networks, widely usein4G networks. Dynamic spectrum sharing is one of the key technologies to improve the spectrumutilization, breaking the traditional spectrum allocation mechanism, and make full use of idlespectrum and effective solve the related shortage problem of spectrum resources. Cognitive radiotechnology (CR), becomes a hot research area in wireless field,using spectrum sensing techniquesto achieve dynamic spectrum sharing.This paper constructs a two-tier Femtocell networks with cognitive ability, combiningFemtocell and cognitive radio technology effectively together. The main research content is aboutdynamic spectrum allocation and power control in Femtocell network. In Dynamic spectrumallocation, the main research model is based on Overlay model. The author designs a kind ofspectrum resource allocation scheme adapting to detect dynamic spectrum environment, thoughspare spectrum is constantly changing with space and time. Then, a novel spectrum allocationscheme based on auction theory is designed. In Power control, the author designs a new schemebased on dynamic spectrum allocation compared with the traditional power control, then design ajoint spectrum allocation and power control scheme. Finally, the paper constructs a improvedcognitive two-tier Femtocell network model, and proposes relevant scheme of spectrum allocationand power control, based on the research problem of maximizing energy efficiency.
