At present, with the ever increasing business of WCDMA, China Unicom3G services havebeen growing relatively fast. At the same time, the number of high-end users who demand bettervoices and data services have also showed rapid upward trend. Therefore, providing them qualityservice and user experience is becoming an essential factor to business strategy and businessincome. The IP transformation of the core network in Hefei Unicom plays a key role in promotingthe evolution and achieving the flat network goal of the mobile core network in China. Combinedwith the actual situation of Hefei Unicom, in this paper, the network planning on the NextGeneration Network (NGN) to which local networks apply is studied.This paper first described the development trend of mobile service and the necessity ofplanning, analyzed the structure of NGN, summarized the core network element MSC SERVER、media gateway and interface protocol, then further analyzed the present situation of local corenetwork, the predicting outcomes of telecommunication service, planned and designed the IPsoft-switch transformation of Ericsson and Huawei. At last, this paper in detail describedtransformation of IP soft switching device node, clarified the specific structure of Hefei Unicomafter improvements and the managerial principles in the process of operating signals and routeselection, the carrying scheme of this project and in addition, elaborated specific procedure aboutthe improvement of network element. The related project has been verified by practices.
