There exists rich variety of semantic relationships among resources in the Internet. Manykinds of semantic relationships may imply or can be used for deducting a new kind of or onemore instance of relationship, which may append the origin relationships network. Theseimplications or deductions together form a set of reason rules. Link is a form to show arelationship between two resources. Adding a semantic message on a hyperlink of Internet formsa semantic link and semantic link network will help search engine to search out moreuser-required information. To present a semantic link network constructed of semanticrelationship links via graphs, contributes to people understanding semantic information amongthe network easily and straight-forward.This paper does a serious research and exploration on the whole process of defining andconstruction of resources, links or rules set, execution of reasoning by rules, drawing graphs viadrawing languages and laying out graphs.It also implement the whole process. Firstly,thesystem accept user defined schema and instances of resources, links and rules through systeminterface and user interaction, then it stores the whole semantic link network in the form of XMLfile. Execution of reasoning via rule-engine is afterward, and this paper is engaged in a carefulanalysis on how an engine works as well as the algorithm in matching phase, which is calledoptimized RETE. So the system could invoke the rule-engine to finish the execution of reasoningand extend the semantic link network.To continue, the system translates the XML file, where the semantic link network is stored,into a drawing language, and use the drawing tools to compile the language into graph objectalong with automatic layout, this phase, is called graphical presentation.This paper also selects an environment protection department in actual society as thesemantic network prototype. According to the instance, the paper introduces the various conceptsand elements involved in the system and explain every working phases in detail. The semanticlink network of an environment protection department is constructed and ultimately achieves a graphical presentation, after the execution of each process.
