With the rapid development of computer science and information technology,informationization has been involved with all kinds of industry, and information technologyhas covered all aspects in daily life. Healthcare industry has pay more attention to theconstruction of informationization. It shows that it has been over the initial phase and arriveda new age which depends on information technology, by the indication of changing frommanually recording to inputting on computer, paying more investment on software instead ofhardware, and using software to assist management.It has been discovered by many grade A and class three hospitals that the degree ofservice and the ability of management can’t be improved in their regular management. Tomost hospitals with2000-3000beds, the limit of management appears. On the other hand, thehospitals in US, Japan and Taiwan, which have stronger ability of management, becomes themodel and goal to mainland hospitals. They are looking forward to gain an advantage in thefuture by reforming. Compared with the performance appraisal in enterprise, it is quite weakin hospital. Because not only the economic benefit, but also the special service propertyshould be taken into account. Sometimes it’s unable to assess the performance by economicindication. Therefore there exists a game playing in medical industry that how to balance theeconomic element,the public service and the investment on technology. As a result itbecomes quite difficult to evaluate the performance of doctors and nurses, to adjust theobjective of the hospital in the future.The main research contains three parts below.1. Integrating an open source software "weka" into the performance management system,so that we can evaluate the result of solution. 2. Using a model to classify nurse organizations based on their work since last week,professional risk and cost of license, which is regarded as a base line of the bonus reform.3. We adjusted the plan of performance and bonus allocation based on a mathematicsmodel which support us to measure and evaluate the result. Finally this solution was votedthrough in the congress of workers and staff.
