The payment and settlement system is a significantly important infrastructure ofnational economy and finance system. Hence it has been paid high attention by thePBC in its development. Since2002, the PBC had developed the first generationpayment system which is consist of some key applications, such as HVPS, BEPS andCIS. In recent years, to meet the new demand of payment and settlement servicesbrought by the development of economy and finance, with considering the life cycleof first generation payment system, the PBC decide to build a new generationpayment system called the2nd generation of China national advanced paymentsystem (CNAPS2) with all of the banks in China which is more functional andefficient.In this context, to join the new payment and settlement system and realize thedocking of related business, the bank in this paper built the CNAPS2which have theirown features. The main functions of this system include: payment processing,Management of liquidation, query management, accounting management, statisticalstatement, position management and day-end processing. This system is base on SOAstructure which could provide highly customized module. Based on that, this systemis very convenient in extending, upgrading and deploying. Therefore the transactionscould be easily developed in this platform with high stability. Furthermore with theconcise and efficient interface definition, this system could be compatible with allkinds of communication methods and depacketize methods.This research discussed CNAPS2creatively in following aspects:1. Concluding and comprising the differences between the last generationpayment system and the CNAPS2, summarizing the functions of common businessmodules and analyzing the design and implementation of CNAPS2. These could offerreferences for indentifying and evaluating payment system.2. This paper analyzed and concluded the key mechanisms (e.g. Error handlingmechanisms and Reconciliation mechanism.etc) and phases (e.g. deploying,performance and data migration.etc).3. This design is based on payment platform theory; hence it took adequateconsideration in stability, performance, message support, secondary development and flexible deployment in technology level. Therefore it could support the practicalCNAPS2development as a reference.
