Reform of the Railways Bureau is being deepened. As the adjustment of the railwaylayout, the main body position of the station is clearer and clearer in the third grademanagement mode among department, bureau and station. So how to improve the ability ofthe self-management of the stations is very important. The auther thinks the cadremanagement is the key. If all cadres bring into full play the enthusiasm and creativity, bettereconomic and social benefits of the railway will be achieved. For the railway station, themanagement of steward cadres will play an important and hard role because of the liquidity ofsteward cadres. The computer has been used for personnel management for thirty years, andthe method of management operation grows, too.This paper focus on the cadre management which has long span, lots of cadres,regional difference. All cadres should set high standards and insist that be met. Dailyassessment for cadres must be improved and innovated to keep all cadres complete a jobsuccessfully under pressure. This paper constructs an evaluation model for railway stationcadres with month indicators, nightly visits ratio, control ratio, key point ratio and so on.The quantity and quality of the cadre monthly work can be completely and truly reflected.The steward cadres management system covers all work aspects: making plan session,transportation session and information feedback session. In the making plan session, systemwill notice the steward cadre his own plan by SMS based on the important work of station. Inthe transportation session, the steward cadres do their job based on their own plans of themaking plan session. In the information feedback session, the information about time,train, station, work and appraisal record will be added in the system.This paper introduces the design and implementation of the evaluation model of railwaysteward cadres construction. Firstly, based on the research and analysis of the functionalrequirements, the architecture of the system,database and network is desinged. Secondly,the system is divided into some subsystems to meet the requirements of users and to providedifferent fuctions. At last,all subsystems are carried out and the implementation effect isshown.
