With rapidly developing of the internet and economic globalization,Electronics and Information Technology is walking into various aspects of sociallife, and make working and lifestyle changing, meanwhile, it gives the traditionalgovernment management model a revolution.With informationizationandnetworking of public resource transaction, electronic monitoring was developinggreatly. Using advanced information technology to establish a network system tomonitor the processing and public resource trading entity, supervise the illegaloperations in real-time, it is good to increase business tools of monitoring section,create efficient honestpublic resource transaction environment.This dissertationtook public resource transaction monitoring system of a certain city as thedeveloping background, to explore the entire process of the design andimplementation ofthe public resource transactions system.Firstly, deeply analyzing the background of developing public resourcetransaction monitoring system,exploring its shortcoming, it introduced Webservice, software component and SOA to the design and realization of publicresource transaction monitoring system, and use the component-based softwaredeveloping technology, which shortened the developing time of monitoringsystem and improved developing efficiency and service performances. UnifiedModeling Language are used to describe component model and establishedcomponent library to uniformlymanage the components, finally, middleware wasused to coordinate the relationship between the components.Secondly, based on the real requirement of public resource transactionmonitoring system, this dissertation used B/S software structureso as to improveits flexibility and convenience. Based on the idea of modular stratification, itdesigned the structure of the whole system,finished designs ofthe main systemfunctional modules and their interfaces, such as land tender monitoring,constructionproject monitoring, government procurement monitoring, propertytransaction monitoring and so on, analysis the main data processing modules,such as command parsing, data extracting, data integration and so on. Finally, on the basis of the development of public resource transactionmonitoring system, Functional testing and performance testing of the system aredone. As for the functional testing, it used JUnit to de unit testing, used seleniumto do system testing, so as to verify its completeness and functionality. At last, itused the tool of LoadRunner to do performance testing, and test its running speedand system loading. Testing result showed that the public resource transactionmonitoring system completely met requirements.
