The steady improvement of technology in the field of Computer Networks and Multimedia has become a strong impetus to the development and popularization of the Networked Multimedia applications. Distributed Multimedia applications, such as Videoconference, Video on Demand (VOD), Video Monitor System and Long-distance Education, are gradually becoming a part of people’s life. The realization of Real-time Video Stream is becoming more and more common. On the one hand, the transmission of real-time video asks high quality on network condition, like Bandwidth, Delay Jitter, Packet Loss Rate, and Error Rate; on the other hand, because the network bandwidth changes with time, Network Congestion and Bandwidth shortage are the bottlenecks in the video streaming service. Thus, how to adapt to the changeful network bandwidth, and provide better Quality of Service (QoS) has already become the key point in the field of video application.The task of this paper is origin from the video transmitting requirements in an embedded video monitoring system. This paper is intent to study the way of realizing RTSP protocol and RTP/RTCP protocol, so that the system could adapt to the changing network.Based on an embedded Linux system, this paper describes the realization of MPEG-4streaming transmission and the designation of the terminal module, using socket programming and multi-thread technology. It first presents the status quo of Video Monitor Systems. Then it presents the design of transmitting from the system server to the client. The software functions are as follows:interacting control information by RTSP; transmitting media data and quality feedback by RTP/RTCP. RTP protocol disorder disposal, re-transmit arithmetic designation and decode based on platform are also presented.
