| The industrial environment construction of national science and technology system is an important part of science and technology activities of our country, and an important means of the implementation of science and technology development planning, the promotion of hi-tech industrial development, the strengthening of the innovation environment and the configuration of science and technology resource. At the same time, it should be recognized that there are some common problems in the projects management process, such as lack of a science and technology projects centralized management platform which is "one-stop service" in a real sense; lack of data management center for information resource on projects, save mismanagement of projects material, incompletion and serious loss of electronic files, which affect the application promotion of scientific and technological achievements; lack of "management foundation platform of science and technology planning projects", which makes it difficult to collect various types of statistical information of science and technology projects management in real time and makes the science and technology department lack of information as the decision-making base in the evaluation of the input and output efficiency of public science and technology. In the government information resource planning and application system construction process, due to lack of overall technical framework and standards, the lack of top-level design, development levels of the system construction, data, multi-state, multi-source, heterogeneous and other issues, so that the information system construction is easy to mess up, so the integration and application of information resources system level design has also become the current urgent need for all levels of management work.In this paper, the enterprise architecture methodology, combined with service-oriented architecture programming model (SOA), environmental construction project management system for the case to explain the current status of the project management system implementation. By analyzing the business unit in charge of architecture, data architecture, application architecture, technical architecture and IT governance framework, and on the basis of drill combing through point line model analysis methods for new project management platform for the construction of research. Use Ibatis, Mule ESB and other key technologies to realize the project resources for the data center to manage platform for the radiation source to the project full life-cycle of the new system for the management of the main line platform. The new platform promote the establishment and improvement of scientific and rational IT project management process, which will promote scientific and technological projects and scientific and standardized management decisions play a positive role. |
