With the improvement of economic level in our country, the popularization of cars hasbecome an inevitable trend. However, as the increase of car number and the traffic accident,the primary problems is management and monitoring. With the development of technology,ITS arises to offer us traffic safety.As the important basis of the vehicle information monitoring, license plate recognition isan important branch of ITS. It can automatically extract, locate and identify the image whichcontains fuzzy license plate information. Display the captured the vehicle’s license platenumber information at last.License plate recognition system mainly includes the digitalsignal processing, image processing, computer science, pattern recognition and other fields ofknowledge.Currently, the license plate recognition is generally operated on PC machine whichis too big and not easy to carry, so leads to a lot of limitations.As an application of theembedded software, it can be very good to solve this problem, and has simple operation, goodintegrity, so will have broad prospects for development.However, it exists many problems to make the license plate recognition system combinewith embedded. For example: how to display the results;What method should be given tosolve the contradiction between license plate recognition needs large computation and thelimited storage resources of the embedded system;The difficult of edge detection and locationto license plates,that causes by the brightness image, unclear license plate information.For solving these problems, the topic gives the corresponding solutions. It proposes alicense plate recognition system application which is using ARM as the hardware platform,QtCreator for image display interface, and Opencv computer vision library as the mainprogramming software. Improving chip hardware conditions at the same time, that effectivelyimproves the regional distance measure edge detection technology.This system, that builds the development environment and transplant program on thedevelopment board, realizes overall requirements for the license plate recognition systemwhich includes image acquisition, license plate location, character extraction and showing theresults. It suggests that the license plate recognition system has achieved initial success.
