The development and utilization of land in Inner Mongolia hasintermittently existed since Qing dynasty.But because of the politicalneeds of Qing dynasty, reclaiming in Inner Mongolia has always beenbanned.During this time thereweremainly privatecultivation, and someMongolian princes also participated in the reclamation of wasteland.Andno large scale of cultivation occured.At the end of the Qing Dynasty,thepolitical situation was unrest and trapped inside, especially the BoxerIndemnity made the Qing government speed up the cruel exploitation.Atlast in order to extend revenue and resist penetration from other powerfulcountries, the governors filed petitionsto utilize the remote land ofMongolia and Shanxi province.Finallythe Qing governmentappointed YiGuasthe Minister of land reclaiming in charge ofpublic cultivation issues.During this period, a large number of archives about reclamationweregenerated. Based on thecultivation archivesfrom Inner Mongolia Archive,an analysis of reclamationin Suiyuan of the Qing dynasty is suggested inthis paper.First of all, dividing the research archives by different period andarea, that is to say from the time CenChunxuansuggested "articlesapplying for utilizing the remote land of Mongolia and Shanxi provinceto look after people and remove hidden trouble by Shanxi governorCenChunXuan"(1901), to Yi Guwas dismissed by impeachment (1908), reclamation archivesabout Suiyuan area (now Hohhot, Baotou, Erdos,Bayannurexcept areas of Dengkou, Siziwang Bannerin Ulanqab,someareas in Ningxia,Shaanxi and around Inner Mongolia.A brief introductionof the background of this archives, internal and external reasons ofpermitting utilization and important people involved in are given, and adiscussion about the influences between and afterthe development policywas applied is also given in order to be able to more clearly andaccurately understandthe whole archives.Secondly, a brief introduction ofthe collection and keeping the status of archivesis given too, in which thecollection and settlement according to the information mastered areemphasized. Thirdly, beginning with the existing archives, supplement byother visible historical data whose reliability are confirmed bycomparison with them, and analyzing division and composition of eacharchive.By studying general specifications of the Qing Dynasty’sManuscripts, as well as the basic theory of compiling filesto betterunderstand the archives.Finally the archive itself reveals the history valueby its special nature characteristics.The research about Qing dynasty’s SuiyuanreclamationfromInnerMongoliaArchive archives applies the relevant principles of Marxisthistorical materialism view of history, philology and historical archives.Under the condition of a large collection of valuable archives,a careful analysisand research regard to the sources,preservation,com position, content and other aspects of archives about Suiyuan reclamation in late Qing dynasty is suggested, which fully exploit its unique historical value to be more rational and efficient use of the relevant information to make more effort.The completion of this thesisis supportedby other books and research results.
