Many countries in the world are trying to explore new supply of energyresources because of the increasing of gas prices and drying up of onshore oil and gasresources, and they are transferring to the sea which contains rich oil and gasresources. However, the oil and gas extracting from the sea are mostly transportedthrough marine pipelines to the land, which leads to the higher requirements to themain laying tools in marine pipelines-pipelining ship. The ocean environment iscomplex and the pipelining ships are required to adapt to the catastrophic environment.But no valid monitoring and management system is established in pipelining shipoperation environment. On the basis of operation environment of pipelining ships, thispaper will take up with the principles and methods of information system to developand explore the monitoring and management information system of pipelining shipsoperation circumstance, in order to provide decision support for pipe layingoperations management personnel and to guide pipelaying operations.In this paper, the author will summarize the successful applications ofinformation system in other areas to develop the monitoring and managementinformation system of pipelaying operation environment on the basis of the specialtyof pipelaying operation. And the author will apply the numeric of MATLAB toanalyze the collected data and use MATLAB GUI to program graphical user interface.First,System analysis of Operation Environment Monitoring and ManagementInformation System of Pipelaying Vessel.A thorough and detailed research formonitoring and management system of pipelaying operation environment will becarried out through requirements analysis. And then determine the objectives ofmonitoring and management system: to provide decision support for managementpersonnel; to direct the operation of pipelaying. Therefore, the monitoring and management system must be safe, reliable and easy to operate.Then,System design of Operation Environment Monitoring and ManagementInformation System of Pipelaying Vessel.The system design is a concrete process onthe basis of system analysis. It aims to transfer the system logic project brought up inthe stage of system analysis to physical schema which can be carried out by computersystem. The main tasks in system design are as following: the design of logininterface module; the design of fluid velocity profile module; the design of shipattitude simulation module; the design of the ocean surface monitoring module andthe design of import and export module.Last,System development of Operation Environment Monitoring andManagement Information System of PipelayingVessel.The tasks in the stage of systemdevelopment is to complete programming realization and system testing.Programming realization is to adopt specified development tools and languages on theselected development platform to complete the coding work, which needs to keep upwith the detailed design requirements and specified program design method. Systemtesting is to find the mistakes in module and program to guarantee the quality of thesystem.
