Rural credit cooperative,as the main force for supporting agriculture, it’s play avery important role in the service of "three rural" as well as in the pace of thedevelopment of small micro enterprises. Recently, there are full of competition in theregional financial market. To adapt it, the rurual credit cooperative have toimplement the reform of the rural commercial bank, and to find out the distancebetween rural commercial banks and other financial organizations, up to increaseefficiency.This paper based on DEA method which is widely used in the world, anddesigned the rural credit cooperative efficiency evaluation system. The system couldbe used the different rural credit cooperatives and the embranchments. It alse couldevaluated the specific business of it. The most important advant age is that couldprovided the basis which for the internal management system, the institutionalinnovation and the management level.This paper mainly introduced the design and the application of it. Firstly, it basedon the method of C++languages, VB programming languages and hybrid languages.The paper introduced the way we made the user login module, index system module,data entry function module and efficiency evaluation module, based on the method ofDEA and its key code to come true. Secondly, it conducted a system test guided by thetheory of the smoke testing, black box testing and white box. The last but not the least,after passing the system test, this paper conducted an empirical analysis of theefficiency of rural credit cooperatives’ agricultural loans, using Hanson County,Changde City, rural credit cooperatives2008-2010data sample. The results verifiedthe feasibility of the system.
