LED display of this new technology, as advertising, labeling, information releaseof its obvious advantages, in recent years, the development and promotion of newtechnologies very quickly, but at the same time showing its advantages, it also bringssuch as light pollution negative impact. Deal with urban outdoor LED displaybrightness and settings is protection of the urban environment and maintain goodrelations to the city’s image. Handle this relationship can both to limit light pollutionand to the economic prosperity of the city in sustainable urban development andbeautification of the city’s image. The main ideal as a basis to support research is use ofvisual scientific theory, building optical theory, theory of urban planning and urbandesign. By means of Site investigations and Outdoor Measurement, QuantitativeResearches and Qualitative Researches were made. Find a scientific basis for urbanoutdoor LED display brightness and settings in theory, and can be applied in practicalwork.Evaluation of urban outdoor LED display consists of two general principles, theprinciple of a public value, and the other is in the form of aesthetic value principle,which is being presented for the first time.This paper investigates the outdoor LED display status quo, Chongqing, Chengdu,Shanghai, Nanjing, Shenzhen, Guangzhou, six cities, and has done a study to measurethe outdoor experiments.
