As the rapid progress of economy in our country, the number of car is increasingyear by year. As the result, the traffic problem becomes increasingly serious. The remotemonitoring system of the vehicle is a core part of intelligent transportation system (ITS),which can be used to plan the vehicle travel, to improve the rate of road utilization andthe traffic environment. Also, it can be used to monitor the vehicle in real time, to detectthe break-down of vehicle timely, to avoid traffic accidents as far as possible, and toenhance road safety. So based on the Chongqing cooperative innovation project" thedevelopment of remote monitoring system for Hengtong’s new energy bus" and thespecial funds of state key laboratories project, the remote monitoring system of thevehicle is conducted in-depth research in the paper.Firstly, the paper introduces the application and progress situation of GPS vehiclemonitoring and navigation system at home and on abroad, and analyses the overallstructure of these systems to understand the function and works of each part. At thesame time, the paper also analyses the existing problem of vehicle monitoring andnavigation system. So a new the remote monitoring system of the vehicle is proposedwhich uses a mobile phone as vehicle data acquisition terminal. It bases on the Androidmobile phone and uses the3rd-generation(3G) wireless communications for datacommunications. After that, the data uploaded by the Android mobile phone is analyzedand processed by monitoring central server, in order to realize the function of real-timemonitoring、historical track playback、vehicle alarm, and so on.Secondly, the key technologies which the remote monitoring system of the vehiclerequires are introduced in the paper. They are Android system, Geographic InformationSystem(GIS), Global Positioning System(GPS),3rd-generation(3G) wirelesscommunications technology, and so on. According to the working principle of these keytechnologies, the overall architecture of the system is designed, and meanwhile, thefunction of each module is provided.Thirdly, based on the overall architecture of the system, the hardware and softwareof the system are designed. The design of vehicle data acquisition terminal is completedwhich bases on Android Smartphone, ELM327, and the On-Board Diagnostics (OBD)system of the vehicle. Browse/Server (B/S) structure is used to build the monitoringcenter server. Meanwhile, J2EE is chose as the software development platform. And the software development of the system is completed by using the MVC pattern.Fourthly, SQL Server2005is used to develop the center database of the system.According to the data which the system needs, the conceptual design, the logic designand the physical implementation of the center database have been completed. The datamanagement of the whole system becomes informatization and scientization.Fifthly, combining the functional requirements of the remote monitoring system ofthe vehicle,the function of each module is achieved by programming. The interface ofthe system is developed via the characteristics of human-computer, in order that usersare convenient to operate it. Finally, we carried out real vehicle test of the system, andcompleted the hardware and software configuration of the system. Then, the systemrealized the function of real-time acquisition of vehicle data and wireless transmission,data analysis, track display, and so on.
